Mr Bai Yan

Mr. Bai Yan is the Director & General Manager at SCP Consultants Private Limited and the Council Member (Honorary Treasurer) of the Singapore Institute of Planners.

He has 29 years of international work experience in architecture, master planning and has practiced in Singapore, China, Africa, East Europe and Asean Countries. His expertise extends from concept design to implementation, and project management of large scale and complex projects involving multi-disciplinary teams.

Bai Yan has been responsible for the successful delivery of projects for a diverse client base, including private developers, government agencies and public/private partnerships.

Mr Ching Tuan Yee

Ching Tuan Yee is Director of URA's Design and Planning Lab, where he leads efforts in the use of data and technology in urban planning and design. His past portfolio includes planning of Singapore's East Region and Marina Bay. An architect-planner, he is a member of SICP, AICP, and RTPI.

Mr Djoko Prihanto

Djoko is the President of Singapore Institute of Planners (SIP), 2022 - 2026.

Trained as architect and regional planner, he has more than 30 years of experience in urban planning and urban design consultancy, and is currently the Director of DP Urban (DPU), a Singapore based planning consultancy firm.

In his career in planning and urban design consultancy, he advised both public and private sector clients across Asia, China, Middle East and Africa and has completed a number of large-scale city and regional planning projects, residential and industrial planning, as well as urban design projects at various scale and complexity.

Djoko also provided capacity building programme for various planning institutions in many countries in Asia and Africa. He currently lectures at the Master of Urban Panning (MUP) programme at National University of Singapore.

John Achari

Adjunct Associate Professor

John Achari is a seasoned international urban development professional with over 30 years of experience across ten countries and more than 100 urban centers. He has led the planning and execution of large-scale, mixed-use developments and inclusive lifestyle communities, with a focus on integrating urban design, infrastructure, economics, and technology to create people-centric, sustainable environments.

John's diverse portfolio spans strategic master planning, regional frameworks, urban revitalization, real estate development, public realm and streetscape design, infrastructure planning, and destination creation. His experience ranges from dense urban districts to semi-rural and coastal contexts, with projects that address design management, feasibility, and implementation across multiple cultural and regulatory settings.

In parallel with his professional work, John is Adjunct Associate Professor in the Master of Urban Planning program at the National University of Singapore (NUS), where he coordinates the Year 1 studio and teaches planning foundation and digital tools. He is also a studio leader with NUS Cities and a visiting lecturer at the University of Queensland's Master of Urban Design and Development program.

Since the late 1980s, John has contributed to international conferences and expert panels on urban design and planning, and regularly conducts professional workshops on the development lifecycle-bridging urban design, infrastructure, and economic strategy. His work reflects a sustained commitment to innovation, interdisciplinary collaboration, and capacity-building across the public and private sectors.

Ms Karen Tham

Specialist Consultant Master Planning,

Karen Tham is a specialist consultant in Master Planning, Urban Design and Resilient Communities. She is also a part-time lecturer at the National University of Singapore and brings 30 years of international working experience in architecture, urban planning, and landscape architecture. She has practiced in Boston, San Francisco, Hong Kong, and Singapore. Karen is a licensed architect in the USA, a certified city planner in both the USA (AICP) and Singapore (SICP), and an accredited landscape architect in Singapore (SILA).

She holds a Master's degree in City Planning from the Massachusetts Institute of Technology (MIT) and a Bachelor's degree in Architecture from the University of Oregon. Previously, she served as the Executive Director of Urbanism + Planning at AECOM and as Managing Director and Global Lead at Surbana Jurong, where she led the design, delivery, and implementation of a wide range of diverse projects.

A passionate advocate for sustainability and resilience in design, Karen has earned the Sustainability and Climate Risk (SCR) certification from the Global Association of Risk Professionals (GARP), and the ABC Waters Professional certification (ABCWP/SILA). Her commitment to sustainable practices, combined with her expertise reflects her dedication to creating innovative, resilient and future-ready environments.

Prof Khoo Peng Beng

Professor Khoo Peng Beng is the Head of the Architecture and Sustainable Design (ASD) pillar and Professor of Practice at SUTD.

Prior to joining SUTD in 2025, Prof Khoo served as an Adjunct Associate Professor at the National University of Singapore (NUS) for over 23 years, where he led multiple international design studios representing NUS and Singapore in architecture and design.

With over 31 years of experience in the architecture field, Prof Khoo is the co-founder of ARC Studio Architecture + Urbanism which he established in 1998 with his wife and fellow architect, Belinda Huang. Their architectural practice is renowned for its bold and transformative designs across multiple countries, including Singapore, Malaysia, China, India, Cambodia, Timor-Leste, and Rwanda. One of their most iconic projects, the Pinnacle@Duxton, has redefined high-rise, high-density public housing in Singapore, proving that sustainable, green, and living closer together can be both practical and enjoyable. In recognition of their design excellence, outstanding contributions to the community and inspiring the younger generation, the team was conferred the prestigious President's Design Award Designer of the Year in 2020. The project has also won several other prestigious awards including the CTBUH Best Tall Building in Asia Australasia, CTBUH Most Sustainable Tall Building Award, World Architecture Festival (WAF) Best Residential Building in the World, FIABCI Prix d'Excellence Award and ULI Award for Excellence 2010.

In 2022, Prof Khoo co-curated the ArchiFest and in 2010, he was the lead curator for the Singapore Pavillion '1000 Singapores: A Model of a Compact City' at the Venice Biennale.

Prof Khoo's research interests spans across quantum consciousness, holarchy, trans-contextuality, deep sustainability, and integral ecology in architecture.

Mr Ng Siau Yong

Siau Yong is currently responsible for driving and establishing a collaborative geospatial environment in Singapore, overseeing the formulation, design and management of the policy and programme for geospatial information governance, infrastructure and technology development, capacity building, and the use of geospatial systems in data analytics.

Trained in real estate and urban planning, Siau Yong has served several Singapore government ministries and agencies, including the Urban Redevelopment Authority, the Ministry of National Development, and the Ministry of Law, in strategic and local planning, development control, land sales, land policy and land asset management, prior to taking on the current portfolio. Siau Yong had been actively involved in tertiary education. He last taught Urban Planning and Urban Policy in undergraduate and postgraduate programmes as Adjunct Associate Professor with the National University of Singapore. Siau Yong is a full member of the Singapore Institute of Planners. He was a judge for the 7th and 8th SIP Planning Awards in 2021 and 2023.

Ms Ratna Delia Octaviana

Ratna Delia Octaviana is a Singapore Certified Urban Planner with nearly two decades of experience shaping cities across Southeast Asia, MENA, China, and Africa. From 43,000-hectare regional plans to compact, high-impact urban developments, she brings a deep understanding of design, sustainability, and stakeholder collaboration.

Her portfolio features transformative projects such as the award-winning Yuzhong Eco-Innovative City and the Rempang Island Special Economic Zone, a testament to her ability to turn complex visions into grounded, future-ready plans.

A Co-opted Council Member of the Singapore Institute of Planners and a BCA Young Leader 2021, Ratna is also known for her strategic leadership, cross-disciplinary collaboration, and people-first approach. She continues to champion urban spaces that are not only resilient and functional but also emotionally resonant and inclusive.

Dr Raymond Ong

Dr Raymond Ong is currently the Dean's Chair Associate Professor and Deputy Head (Research and Enterprise) at the Department of Civil and Environmental Engineering, College of Design and Engineering, National University of Singapore. He is concurrently the Director (Operations) at the Coastal Protection and Flood Resilience Institute Singapore.

His research interests include multimodal transport infrastructures and operations, with emphasis on future mega-transport infrastructures/operations (such as car-lite/car-free towns, next generation seaports and airports) and its integration to urban planning and development.

He is currently a Council Member of the Singapore Road Safety Council, the Chair of the Economics and Finance Technical Committee at the American Society of Civil Engineers Transportation and Development Institute. He is also passionate about sharing his thoughts on current and future issues related to his research expertise to the public and regularly speaking on issues on transport infrastructure and operations, active mobility and car-lite/car-free initiatives.

Ms Theresa Yeung

Mr Victor Ng

Victor Ng is the current Chairman of Planning and Development Division of The Hong Kong Institute of Surveyors; he is working in the Salvation Army (Hong Kong and Macau Territory) as the Head of Property Department.

Victor is an active professional practitioner in both surveying and planning fields. He is qualified as a fellow member of Hong Kong Institute of Surveyors, member of Royal Institute of Chartered Surveyors and Planning Institute of Australia. He has about 20 years of working experiences in planning and development in Hong Kong, China and Overseas projects, he had a significant involvement in several mega projects, such as Marina Sands Singapore and Venetian Macau.

Victor also received several HKSAR's government nominations such as the Appeal Tribunal Panel (Buildings), Home Purchase Allowance Appeals Committee and Appeal Panel (Estate Agents Ordinance). He will also be a member of Harbourfront Commission starting in July this year.
