Ms Adele Tan

Ms Adele Tan is the Deputy Chief Executive Officer & Chief Planner of the Urban Redevelopment Authority (URA). She oversees the Strategic Planning, Physical Planning, Architecture & Urban Design, Conservation & Urban Design and Design & Planning Lab Groups in URA.

Adele has undertaken various portfolios within and outside URA. This includes leading departments in Strategic Planning, Development Services and Corporate Development. She was also seconded to the National Parks Board (Corporate Development) and the Ministry of National Development (Strategic Planning).

As URA's Group Director for Strategic Planning in URA between 2017 and 2023, she led the team in the Long-Term Plan Review. This entailed understanding Singapore's land requirements, and overseeing the review of land use planning policies to optimise land, meet Singapore's diverse economic, social and environmental needs, and address future challenges.

Adele was seconded to MND as Chief Infrastructure Planning Officer (CIPO) from January 2023 to June 2024, to optimise planning and development of major infrastructure across agencies and ensure that our infrastructure is well-maintained and future-ready.

Adele graduated Magna Cum Laude from Princeton University with a Bachelor of Science in Engineering (Civil Engineering & Operations Research) in 1997. She subsequently obtained a Master in Public Administration from Harvard University in 2008.

Constance is particularly adept in portfolio strategy, where she analyzes global trends, evaluates local market potential, and delivers data-driven recommendations for long-term growth and optimisation. Her work in master planning also integrates sustainability as a core principle, ensuring that developments are both future-ready and environmentally responsible.

Mr Han Yong Hoe
Executive Director Urban Redevelopment Authority (URA)

Mr. Han Yong Hoe served as the Deputy Chief Executive Officer from 2017 to 2022 where he drives service and innovation initiatives for URA. He has extensive experience in urban planning, development control, implementation of land use policies and development initiatives. He has also served in the Ministry of National Development.

Mr Han graduated with a Bachelor of Science (Estate Management) from the National University of Singapore. He also holds a Master of Science degree in Urban Planning from the University of Wales, Cardiff. He attended the Wharton Advanced Management Program in 2018.

In his current role, Mr Han leads the Corenet-X industry engagement efforts with BCA to transform the regulatory approval system for the built environment. He is also the Dean of URA Academy and is responsible for building planning capabilities for URA and across the I&E sector to better support Singapore's urban planning efforts.

Prof Herbert Dreiseitl

Herbert Dreiseitl is an internationally acclaimed expert in creating livable and climate-resilient cities. Over the past few decades, he has focused on the inspiring and innovative use of water to address urban environmental challenges, seamlessly integrating technology and aesthetics. He also encourages communities to take responsibility and ownership of public spaces.

He has executed groundbreaking contemporary projects in climate resilience, stormwater management, urban planning, and landscape architecture. His portfolio includes notable projects such as Berlin's Potsdamer Platz with Renzo Piano, Tanner Springs Park in Portland, Oregon, USA, and Bishan-Ang Mo Kio Park in Singapore.

Herbert has also initiated and influenced several significant movements, including Water Sensitive Urban Design (WSUD), the ABC Water Guidelines for Singapore, and cloudburst mitigation projects in Copenhagen, New York City, and Washington, D.C., in collaboration with the Ramboll team. Additionally, he has led research initiatives with MIT, Harvard GSD, NUS, and Zeppelin University to promote the successful integration of Blue-Green Infrastructure in dense urban environments worldwide.

Today, Herbert Dreiseitl teaches and conducts research at institutions such as the National University of Singapore. As CEO of DREISEITLconsulting, he is advancing the concept of Sponge Cities through nature-based technologies and solutions, helping cities and regions become better prepared for climate challenges while increasing their livability and added value.

Mr Ho Weng Hin

Ho Weng Hin is co-founder Studio Lapis, an award-winning architectural conservation specialist consultancy based in Singapore. An ardent heritage advocate, he is founding Chair of Docomomo Singapore, founding Director of ICOMOS Singapore, and currently Vice President of ICOMOS International Scientific Committee on 20th Century Heritage.

Weng Hin is Adjunct Associate Professor at the NUS Architecture and is a core instructor for the Getty's International Course on Conservation of Modern Heritage. Trained as an architect, he obtained his specialist postgraduate diploma in architectural conservation from the University of Genoa, Italy. He has lectured and published extensively on heritage conservation locally and internationally.

Mr Li Yu Zhou

Li Yu Zhou is one of the founding Director of Morrow Architects & Planners Pte Ltd and General Manager of Morrow Shanghai. Before joining Morrow, he spent over a decade at RSP Architects Planners & Engineers, where he was Senior Associate and General Manager of RSP Shanghai.

With almost 20 years of experience, Yu Zhou has worked on a wide range of design projects, including master planning, urban design, and architecture across Singapore, China, Vietnam, Myanmar, Saudi Arabia, Libya, Russia, and Fiji. He has led large-scale township and city master plans, as well as diverse urban design projects such as CBDs, tourism districts, residential neighbourhoods, and tech parks.

He is a Full Member of the Singapore Institute of Planners and currently serves as Hon Treasurer (2024-2026) and previously chaired the CPD committee and PlanEx Asia 2024. Yu Zhou was an Adjunct Associate Professor at NUS and has been invited as a guest critic and lecturer at NUS and Nanyang Polytechnic.

Ms Nina Yang

Nina is the Group Chief Development Officer of CPG Corporation. She is a seasoned real estate professional with a unique track record spanning investment, development, planning and design services. She has vast experience with large-scale mixed-use real estate projects and over 30 years of extensive management leadership in Singapore, Middle East, China and other Asia regions. Her experience in the last ten years has specifically been in large scale urbanisation projects in China, Vietnam, India and Central Asia.

Nina started as an architect in the Public Works Department of Singapore and has a notable career covering public and private sectors, including being the CEO of Sustainable Development of Ascendas-Singbridge, now part of CapitaLand and the CEO of CityGlobal, Surbana-Jurong.

Nina is currently a Board Member of the Redevelopment Authority of Singapore and Science Centre Singapore as well as the Vice President of the Singapore Institute of Planners. She is also a Part-Time lecturer at the National University of Singapore.

Rebecca is a dedicated town planner with a deep passion for her profession. She firmly believes that town planners should possess visionary thinking while staying grounded in practicality. One of her core principles is the harmonious integration of development with environmental sustainability, heritage preservation, and cultural enrichment.

With over 30 years of experience in the development and infrastructure sectors, Rebecca has honed her expertise in managing large-scale, multi-disciplinary projects. She possesses comprehensive knowledge of Hong Kong's strategic and infrastructural advancements, gained through hands-on involvement in transforming ambitious concepts into tangible realities. Her project portfolio spans diverse domains, including railway systems, expansive commercial and residential complexes, as well as exhibition centers and cross-boundary ferry terminals.

Currently holding the position of Planning Director at Sun Hung Kai Real Estate Agency, a member of the Sun Hung Kai Properties Group, Rebecca has previously contributed to organizations such as MTR Corporation, the Airport Authority Hong Kong, and various reputable consultancy firms. She earned her planning degree from the University of Melbourne and further distinguished herself by obtaining a master's degree jointly conferred by Northwestern University and HKUST (Kellogg-HKUST Executive MBA).

In addition to her professional roles, Rebecca actively serves as the Vice President of the Hong Kong Institute of Planners (HKIP) and takes on the pivotal role of Co-convenor for the Institute's External Affairs Committee. Through this position, she facilitates meaningful connections and collaboration between the planning profession and the dynamic development sector, fostering a symbiotic relationship for mutual growth and progress. She also spearheaded the signing of eight MOUs with various international planning institutes and recently was the chairlady of the HKIP International Conference in May 2025 which was well attended by over 500 participants from 10 cities worldwide.
