Associate Professor Emi Kiyota is an internationally recognized expert in environmental gerontology, participatory design, and inclusive urban development. With over two decades of experience, she is dedicated to creating age-inclusive, resilient communities that promote dignity and well-being across all stages of life. Dr. Kiyota is the founder and director of Ibasho, a non-profit organization that facilitates the co-creation of community spaces by and for older adults in diverse cultural contexts, including Japan, the Philippines, Nepal, and the United States. Her academic work bridges research and practice, focusing on the intersection of social infrastructure, design innovation, and community empowerment. Currently serving as an Associate Professor at the National University of Singapore, she collaborates with urban planners, architects, and policymakers to advance sustainable and equitable approaches to create living environment with and for older persons. Dr. Kiyota has served as an advisor to various international agencies, including the World Bank, the World Health Organization, and the Asia Development Bank. Her participation in the jury panel for the Singapore Institute of Planners reflects her commitment to recognizing transformative planning efforts that build inclusive, sustainable communities for future generations. |

![]() Prof Fong Chun Wah |
Prof Fong Chun Wah is Deputy Director and Practice Professor at NUS Cities, College of Design and Engineering at the National University of Singapore. Mr Fong was the former Deputy CEO (Building) of HDB where he was oversaw building and upgrading programmes in the areas of research, master planning, infrastructure development, design, construction productivity and efforts in advancing R&D. He later served as Senior Advisor before his retirement from HDB. Mr Fong joined HDB in 1980 after graduating with a Bachelor of Architecture (Honours) from the University of Singapore. ![]() Mr Francis Lam |
Mr Francis Lam is currently the Immediate Past President of the Hong Kong Institute of Surveyors (HKIS). He is primarily a General Practice Surveyor, HKIS fellow member and a member of the Royal Institution of Chartered Surveyors (U.K.), with multiple membership in the HKIS's Planning and Development Division and Property Facilities Management Division. He is also a Town Planner with membership in both Hong Kong Institute of Planners and Royal Town Planning Institute (U.K.). In 2020, Mr Lam joined the Hong Kong Housing Society (HKHS) as a Member. He has served as a Member of the HKHS's Special Committee on Planning, Design and Construction (2021-2026) and Task Force on Divestment (as from 2024). Mr Lam has been elected as a Supervisory Board Member of the HKHS from 2023 to 2026. Apart from his volunteering work in the HKIS and HKHS, Mr Lam has been serving the public in various roles. He is currently appointed as a Member of the Land and Development Advisory Committee (2024-2027) and a Member of the Harbourfront Commission (2017-2026) by the HKSAR Government. Mr. Lam is appointed by the Vocational Training Council as its Real Estate Services Training Board Member from 2025 to 2027. |

![]() Ms Fun Siew Leng |
Trained in Architecture and Urban Design, Ms Fun Siew Leng joined the Urban Redevelopment Authority (URA) as Head, Urban Design in 1999 after spending 13 years at the Housing & Development Board. Currently, as the Chief Urban Designer, she oversees the urban design work for the Central Area as well as new growth areas like Jurong Lake District, Punggol Digital District, Woodlands North Coast and the former Bukit Timah Turf City. She believes that while urban design is to give form and legibility to the city, equally important is its role in shaping the public realm between buildings to become attractive public spaces to support civic and community life. Urban design is about designing the city in context with its history, culture, geo-climatic conditions and socio-economic aspirations. She is a strong proponent for architecture and urban design excellence because well-designed buildings and public spaces of today will be the built heritage of tomorrow. Her work involves working in collaboration with developers and design teams to deliver impactful design outcomes through peer reviews for strategic projects. She sits on the Board of Architects which regulates the practice of architecture in Singapore. |

![]() Mdm Khairiah Talha |
Madam Khairiah Talha qualified as a Town Planner from the University of Melbourne, Australia in 1980. She has had 44 years' experience as an Urban Planner, both in government and private sector. She has retired from active life as a town planning consultant since 2021 upon reaching 65 years of age. However, she remains active in her professional institution at national and international levels. Prior to her retirement, she was Managing Director of her own firm for almost 30 years, undertaking projects for both government and the private sector. She is very active in several professional organizations and has held several posts, amongst which were President of the Malaysian Institute of Planners for 2 terms (1999- 2003) and Secretary General of the Eastern Regional Organization for Planning and Human Settlements (EAROPH) for 8 years (2002-2010). She was appointed as an Advisory Board Member, City of Kuala Lumpur (2018-2020). Mdm. Khairiah remains as an Advisory Council member of the Malaysian Institute of Planners since 2017. |

![]() Mr Irwan Soetikno |
Irwan is a Principal Urban Designer at Surbana Jurong (SJ) and serves as the CPD Chair on the Singapore Institute of Planners (SIP) council. Over the past 15 years, Irwan has consistently delivered multidisciplinary design and planning solutions, ranging in scale from a 100-hectare transit-oriented development (TOD) township model in Jakarta, Indonesia, to a 1,000-hectare rural town pilot project in Beidahu, China, culminating in a recent 6,000-hectare city zoning plan for Da Nang, Vietnam. His career has evolved through diverse roles: as a designer and planner in multidisciplinary consultancies, a development strategist for the real estate developer Ascendas-Singbridge, and as an associate faculty at the Singapore University of Social Sciences (SUSS). These varied perspectives have enriched his understanding of urbanism-not merely as physical form or spatial logic, but as an evolving interplay of economic imperatives, social dynamics, and cultural identities. Working across Southeast Asia, China, Pakistan, Sri Lanka, and Georgia, he has cultivated the ability to approach each project with empathy and cultural nuance. Every place carries its own rhythm and memory, and it is this layered complexity that he aims to uncover and respond to through design. A recipient of the Tsinghua University and Beijing Government Scholarship, Irwan holds a Master of Architecture from Tsinghua University and a Master of Science in Urban Science, Policy, and Planning (MUSPP) from the Singapore University of Technology and Design (SUTD), where he was awarded the Stephen Riyadi scholarship. |

Larry Ng is currently the Board Member of Board of Architects and the Honorary Fellow of the Urban Systems Institute of The University of Hong Kong. He is the former Group Director of Urban Redevelopment Authority, the national landuse planning and conservation authority in Singapore. He is also the former Commissioner General, Singapore Pavilion, Expo 2020 Dubai UAE and the former Prize Secretary, Lee Kuan Yew World City Prize. The Prize is a biennial international award that honours outstanding achievements and contributions to the creation of liveable, vibrant, and sustainable urban communities around the world. The Singapore Pavilion won a Gold Award for the Architecture and Landscape category at the Expo 2020 Dubai UAE. As the Registrar, he chaired the ASEAN Mutual Recognition Agreement on Architectural Services from 2006 to 2009 and was instrumental in the setting up of the ASEAN Architects Council which he chairs from 2022 to 2024. He was actively involved in the World Cities Summit (WCS) since its inauguration in 2008 and served as the Managing Director from 2012 to 2017. Larry has extensive experience in the planning, design, and implementation of public housing in Singapore. In his long career with the URA and HDB, he has been involved in the master planning of new towns, urban design, and supervision of various types of projects and promotion of architectural excellence. He was also invited as one of the jury members and speakers for the launch of the new international award in Oct 2023. The Bay Awards was inaugurated in Oct 2024 in Bilbao. The concept is to inspire a revolution in urban innovation and the awards look at four main categories of Economy, Ecology, Society and Strategy. |

Leong Teng Wui leads The Ascott Limited (Ascott)'s Product & Technical Services with a team of multi disciplinary professionals, overseeing design and technical standards across the company's global portfolio. From technical advisory on engineering design and sustainability, to architecture and interior design, Teng Wui plays an integral role in delivering Ascott's multi typology brand strategy and standards through cutting edge hospitality designs that optimise guest experiences and space efficiency. With sustainable accommodation being an integral part of Ascott CARES, Ascott's sustainability framework, Teng Wui also spearheads the adoption of next-generation hospitality design. Teng Wui has over 27 years of international design and development management experience, from urban planning to architecture. He held senior appointments in government agency, design consultancies and hospitality companies, and was formerly the Head of Urban Design at the Urban Redevelopment Authority (URA), Singapore's national planning, conservation and urban design statutory board. His honorary engagements include being the Co-Chair of the Urban Land Institute (ULI) Asia Pacific Product Council for Housing from 2019 to 2024, member of the Industry Advisory Board (Architecture) at the College of Design & Engineering at the National University of Singapore (NUS), and mentor to ULI young professionals. Teng Wui graduated with a Bachelor of Architecture with Honours from NUS, received the University gold medal, and also holds a Master of Architecture in Urban Design from Harvard University USA where he studied as a URA scholar. |

Scott Dunn is Chief Strategy Officer for Asia at AECOM (NYSE: ACM), a global provider of professional design and consulting services with $13.2 billion in annual revenue. As a core member of the Asia leadership team, Scott drives strategic growth and leads initiatives that deliver profitable outcomes across the region. He oversees cross-functional teams delivering integrated, sustainable solutions for complex, multidisciplinary projects, including high-density masterplans and urban regeneration efforts focused on smart and sustainable development. Scott has played a pivotal role in building integrated practice groups across AECOM's regional business lines. He also serves on AECOM's global ESG Sustainable Legacies Council and chairs the Asia ESG Committee, where he leads the implementation of internal and external ESG commitments. Beyond AECOM, Scott is the Asia Pacific Chairman of the Urban Land Institute (ULI), a member of its Global Board of Directors, and a Global Governing Trustee. He has served on the ULI Center for Sustainability and Economic Performance Advisory Board, the Asia Pacific Executive Committee, and as Chair of both the Nominations Committee and the Singapore Country Council (which he founded). Wilfred Loo has more than 37 years of experience in urban planning and urban design practice, both in the public and private sectors in Singapore and internationally. Wilfred was previously the Senior Vice-President (Planning) and Head of the Planning Division in JURONG Consultants. He was involved in strategic industrial positioning studies, urban planning and urban design of townships, special economic zones, industrial parks, specialized parks, residential, commercial, institutional, recreational and waterfront developments in various projects in Singapore, South-East Asia, China, India, South Africa, Egypt, Nigeria, United Arab Emirates, Kingdom of Saudi Arabia, Oman, Russia, Kazakhstan and Vietnam. In the public sector, in the HDB (Housing and Development Board, Singapore), he was involved in planning projects, such as, the planning of the new waterfront township, Punggol 21, as well as, the redevelopment planning of a number of matured townships and estates. He was also involved in the formulation of Development Guide Plans for the HDB planning areas he was in charge of. Wilfred is also active in the planning community in Singapore. He is a Fellow of the Singapore Institute of Planners (SIP) and the current Immediate Past President and Chair of SIP's Certification Committee, and a member of the SICP Accreditation Panel. He had been elected President of SIP for two consecutive terms (2018-2020 and 2020-2022). He was also on the Panel of Experts for the Centre of Liveable Cities (2014-2022) and in the Panel of Experts in Surbana Jurong Academy (2016-2017). He had served as juror for planning and design competitions such as, the SIP Planning Awards and DBCS's Singapore Good Design (SG Mark). He currently also teaches part-time at the National University of Singapore's Master of Urban Planning program (NUS MUP). |
